浅谈国有企业员工精神激励问题

摘 要 随着中国加入世界贸易组织和经济全球一体化进程的加快,人力资源管理在国有企业管理中的地位和作用日益增强,而激励理论中的精神激励问题更是世界范围内所有组织普遍关注的课题。员工精神激励的采用已成为提高我国国有企业竞争力、综合能力的必要选择,也是国企改革所要研究的部分,被摆上了议事日程。
如何才能保证国企员工的积极性和创造性始终保持最佳状态,本文在对当前国企员工激励机制背景认知的基础上,首先通过研究分析激励理论中的精神激励;其次对国企员工精神激励现状进行分析,从而对国企精神激励所处的现状有了更深入的认识,进而依据激励理论分析了国有企业员工精神激励问题所在;最后,根据存在的问题制定出了相应的调整策略,使其能够更大程度地吸引人才、激励员工,从而形成一套良好的精神激励机制,增强国企的综合竞争力。
通过对国企员工精神激励机制的分析,可以看出在经济高速发展的形势下,国企通过制定并采用有效的员工精神方法,才能吸引人才、留住人才,充分发挥员工的工作积极性和创造性,给国有企业注入新的活力,使企业立于不败之地。

With the accession to the WTO and quickening of the global process of integration of economy of China, the position and function in state-run business administration of manpower resources management are strengthened day by day, and it is the subject which all organizations generally pay close attention to in the whole world even more that the spirit in the motivational theory encourages the question. The adoption that staff’s spirit encouraged has already become and improved the competitiveness of state-owned enterprise of our country, essential choice of the integration capability, the part of studying in state-owned enterprise reform that too, has been laid out the agenda.
How could guarantee the enthusiasm and creativity of the staff of state-owned enterprise remain the best state throughout, this text is on the basis of cognition of present staff’s incentive mechanism background of state-owned enterprise, encourage through researching and analysing the spirit in the motivational theory at first; Secondly encourage the current situation to analyse to staff’s spirit of state-owned enterprise , thus encourage the current situation that is in to have deeper understanding to the spirit of state-owned enterprise, and then encourage question according to staff’s spirit of state-owned enterprise of motivational theory analysis; Finally , make corresponding adjustment tactics according to existing problem , afford to can make it heavy degree, thus form a set of good spiritual incentive mechanisms , strengthen the synthesized competitiveness of the state-owned enterprise.
Through an analysis of spirit incentive mechanisms of staff of state-owned enterprise , can find out it under the situation of high-speed development of economy , the state-owned enterprise could attract talents , retain staff through making and adopting effective spiritual methods of staff, give full play to the staff’s working enthusiasm and creativity, inject new vigor into state-owned enterprise , make enterprises establish in an unassailable position.

1.1研究背景与意义
随着高新技术的不断发展,经济形态的日益转变,人才超过金融资本成为新的稀缺资源,成为最主要的生产要素,"以人为本"的指导思想,以"人"为中心的管理理念已深受企业的关注。WTO的加入给中国经济带来了新的推动力,也带来了新的压力,国有企业的发展将面临严重的挑战。我们应看到国有企业的优势同时,更应重视其在诸多方面存在的问题与弊端。同其他企业一样,国有企业的发展的壮大,最重要的是要解决国企素质人才的培养、造就、和发展问题,而解决这些问题关键在于如何从精神方面激发起员工的积极性。
面对WTO的挑战,国有企业与国外企业在国际市场上的竞争和与私营企业之间的竞争无疑将会全面升级,这对国有企业将是一个严峻的考验.人作为一种最活跃的生产要素,历来是企业最重要的资源。在市场经济飞速发展的今天,企业的竞争说到底是人才的竞争。在计划经济时期,激励同样是存在的,但主要是精神激励,如光荣榜、奖章、评标兵等,在目前的市场经济时期,国有企业不应只重视员工的物质激励,还更应关注精神激励.物质激励是基础,精神激励是根本。人毕竟是社会动物,不仅有物质需要,还有精神上的追求.在物质需要得到一定程度的满足后,精神需要就会变成主要需要,每个人都有自尊心与荣誉感,满足这些需要,能更持之有效地激发人的动机.只有拥有了人才并激励了人才,使其发挥了最大的潜能和作用,就会在竞争中占据主动地位,就会独占鳌头,使本企业立于不败之地。在技术立国、重视利润的美国有这样一句简单而深刻的口号:人是我们最重要资产,人才就是一切。
江泽民在中国共产党第十五次全国代表大会上的报告中指出:"人才是科技进步和经济社会发展最主要的资源,要建立一套有利于人才培养和使用的激励机制"。由此可见,随着人力资源管理在企业管理中的地位和作用的日益增强,对于我国的国有企业来说,要想增强企业的综合竞争力,就必须强化和完善精神激励机制,用好人才和留住人才,调动企业员工的积极性,发挥企业员工的创造力,培养企业员工对企业发展的责任感和使命感。企业只有通过建立科学的激励机制,才能使企业充满活力,企业的持续发展才有科学的管理制度的保证,也只有这样,企业才能更好的在国民经济建设中发挥主导作用。因此,研究激励理论中的员工精神激励问题,具有十分重要的理论意义和现实意义。
